The AIC does not support or condone illegal activities. However, the AIC is concerned that the latest Remote Gambling BIll may inadvertently go beyond prohibiting real money gambling online, and instead risk banning most online games.

AIC Fellow Report on IT Rules vis-à-vis International Standards: India’s Intermediary Liability Regime
India’s Information Technology Act was amended in 2011 under Section 79, the ‘safe harbor’ provision. The rules were notified to contain “due diligence” requirements for Internet intermediaries modifying the conditions for claiming exemption from liability. The constitutionality of Section 79 is now being challenged in India’s Supreme Court.
This year, Safer Internet Day will be celebrated on 11 February. The theme for the campaign is “Let’s create a better internet together”. Our comments on Decree 181/2013/ND-CP, issued by the Government on 14 November 2013, providing Details on the Implementation of a Number of Articles on the Law on Advertising (“Decree 181”).
AIC was on of the signatories in support of a letter along with other organisations including American Chamber of Commerce, the US Chamber of Commerce, and US-Asean Business Council to the Minister of Communication highlighting our concern, and in a constructive way encouraging a further dialogue.
From 7 – 10 Dec 2013, regional government leaders attended the TPP Ministerial in Singapore. AIC was one of the signatories in support of a letter to regional government leaders urging for a competitive de minimis baseline, which is is critical to the fulfilment of e-Commerce.

Our comments on the Decree 72 on the Management, Provision and Use of Internet Services
and Information Content Online (Decree 72/2013-ND-CP)
Hong Kong has a strong tradition of freedom of expression; a parody exception will bolster its
status regionally and internationally as a critical place to do business because of its free flow of
information. We support such an exception from civil and criminal laws, properly drafted to take
into account internationally accepted factors.
