The Asia Internet Coalition (“AIC”) has submitted recommendations and best practices on the drafting of amendment of Decree on Management, Provision, and Use of Internet Services and Information Content Online (Decree 72/2013-ND-CP)(“Decree 72”) to the Ministry of Information and Communications (“MIC”).  We understand that the Decree 72 was part of a larger effort by Vietnamese authorities to develop policies and regulations for the Internet in Vietnam. However, while drafting the decree, underlying rules should promote online speech and encourage digital platforms, both global and domestic to participate in Vietnam’s digital economy.  Further, Decree 72 should be consistent with Vietnam’s obligations under the International Covenant on Civil and Political Rights, as well as its commitments under the Universal Declaration of Human Rights.
